What is the Technical Inspection of Buildings or ITE?

The technical inspection of buildings or ITE Buildings is an inspection procedure of the state of conservation of residential buildings. Through this system, the obligation of homeowners to keep their properties in good condition, keep, maintain and rehabilitate, in compliance with the law, is verified. Decree 67/2015 of May 5, for the promotion of the duty of conservation, maintenance and rehabilitation of residential buildings through technical inspections and the book of the building.

How should the Technical Inspection of Buildings or ITE be passed?

This inspection requires a face-to-face visit of the approved technician in which he will check the common elements of the property, such as the facades, roofs, sanitation and plumbing installations, etc. In principle it will not require access to private homes, except in cases where the technician considered it relevant.

If the professional responsible for carrying out the inspection proves that the building remains in good condition and meets all the necessary safety conditions, the ITE it will be approved. In that case, it will be the technician himself who will process the necessary documentation so that the favorable resolution of the building in question is reflected in the pertinent organisms, summoning it for a new revision in 10 years.

Which buildings must pass the Technical Inspection of Buildings or ITE?

Multi-family building

Antiquity of the Edificio between 1951 and 1960 must pass the ITE before December 31, 2015
Age of the building between 1961 and 1971 must pass the ITE before December 31, 2016
Age of the building from 1971 must pass the ITE to the year that is 45 years old

* Buildings prior to 1951 should have passed the technical inspection

Single-family building

Antiquity of the building before 1900 must pass the ITE before December 31, 2016
Age of the building between 1901 and 1930 must pass the ITE before December 31, 2017
Age of the building between 1931 and 1950 must pass the ITE before December 31, 2018
Age of the building between 1951 and 1960 must pass the ITE before December 31, 2019
The building's age between 1961 and 1975 must pass the ITE before December 31, 2020
Age of the building from 1975 must pass the ITE in that it turns 45 years old

* Single-family buildings that are 1.5 meters or more away from the public road or neighboring farms are excluded from the obligation. Those single-family buildings that have a current certificate of habitability are also excluded until the current certificate of occupancy expires.

What does a Technical Building Inspection or ITE usually contain?

a) General condition of the structure and foundation.

b) General condition of the façade of the building, especially the elements that could pose a risk to the safety of people or property if they can fall on public roads, such as chimneys, overhangs, railings, cornices, false ceilings, etc. and of the pathologies that may affect the integrity of the building, such as humidity, cracks, cracks, etc.

c) General state of conservation of roofs and roofs.

d) General state of plumbing and the building's sanitation network.

e) In case of assessing deficiencies, the following should be indicated: description and location of the same; actions to correct the damages, indication of the estimated budget and execution time; and, where appropriate, immediate security measures.

If you wish to apply for rehabilitation grants, you must make a IEE. The Building Evaluation Report (IEE) is a document that appears in the Royal Decree 233/2013, of April 5, which regulates the State Plan for the promotion of housing rental, building rehabilitation, and urban regeneration and renewal, 2013-2016.
